The Library Board of Trustees voted this week to place a $39.5 million building project referendum on the November ballot. This measure marks the district's first request for new funding since 1990.
If approved, the district would issue $39.5 million in 20-year general obligation bonds to fund a renovation and expansion of the library. The proposed project includes:
The total cost for the project is estimated at $53 million. Of that, the library expects to cover $13.5 million — about 25 percent — using existing savings, federal clean energy rebates, and other non-referendum funds. For a home with a fair market value of $400,000, the estimated tax impact would be $121 per year, or approximately $10 per month. A Tax Impact Calculator on the project page can help homeowners better understand their specific situation. [editor's note: these numbers were updated on Aug. 7 to reflect Tax Year 2025 data] If the referendum passes, construction is anticipated to occur over two years, from late 2028 through fall 2030, with the library remaining open. Should the referendum not pass, the library will use existing fund balances, grants, and other non-referendum funding to address the highest priority infrastructure and safety needs. Residents are encouraged to review the official ballot language and fact sheets. For more information, visit VAPLD.info/LibraryPlan or pick up a fact sheet at the library.
